Indian Aviation Ministry: No more late night flights

A lot of Airline carriers have their International flight departure times around midnight and beyond from Indian Airports primarily. There are a lot of reasons for doing so including - convenience of arrival times in the arrival times with respect to possible connecting tickets, slots at the arrival airports and potentially lesser domestic traffic at the airstrip.
It is very interesting fact, since there is a night curfew in almost every airport in Europe and North America. (very visible at cities like Las Vegas where there are almost 30+ departures at midnight)
The aviation minister has started insisting(?) to airlines that if they want to add or introduce flights to India, then they must offer convenient times.

“Why should our international departures be at odd
hours? Departures have to be convenient to passengers according to our times and
foreign time zones. There are some flights with historical right at those times,
but now on we will insist on convenient departure timings,” aviation minister
